The Tennessee teenager was hit by a car in downtown St. Louis on Feb. 18, 2023. The driver, Daniel Riley, was supposed to be on house arrest.

"With temperatures dropping overnight, 'freeze back' is a major concern with the wet conditions after the storm," a MoDOT spokesperson said.

The Saint Louis Zoo and Gateway Arch closed early, and other events scheduled for Friday evening were canceled.
