ALTON - On August 12, 1925, Capt. William D. Fluent, 71 years old, dove 22 feet to the bottom of the Mississippi River to retrieve a piece of boat machinery. The dive was witnessed by a reporter and several others who were on the docks at the time. “Most, if not all, young Alton men who consider themselves good swimmers and divers would not go so far under water as Capt. Fluent did…Very few men in the world, except for those who make their living from pearl diving, would venture to such depth as did this man who is so old in years and yet so young in mind and body,” stated an Alton Evening Telegraph article the next day. SPRINGFIELD – Governor JB Pritzker signed House Bill 2907 into law today, creating the Child Welfare Disclosure to Parents Act. The bi-partisan bill strengthens the rights of birth parents by empowering birth parents at the time of their first contact with the Illinois Department of Children and Family Services (DCFS), at which time a case is open. A parent has an open case with DCFS if they are subject to investigation or receive intact or placement services. Parents will be informed of their right to participate in their open case, which will help improve services to children and families in Illinois. SPRINGFIELD – State Senator Christopher Belt’s measure to stop gyms and fitness centers from canceling or changing benefits of a promised lifetime membership has been signed into law. “When gyms offer lifetime memberships, they shouldn’t penalize members for actually using the facility,” said Belt (D-Swansea). “If you sign up for a lifetime membership at a set price, the gym shouldn’t be able to come back a year later and raise your fees.” Gyms and fitness centers advertise lifetime memberships, but under state law, gym contracts can only be a maximum of one year. Functionally, these lifetime memberships are just one-year contracts that auto-renew. This is where the hidden price increases or benefit reductions can happen without the consumer knowing. EAST ALTON – A man from East Alton accused of sharing child pornography via the Kik messaging application remains in custody on a Class X felony charge. Dalton Stahlhut, 23, of the 400 block of Washington Ave. in East Alton, was charged on Aug. 8, 2025 with a Class X felony count of child pornography. On Jan. 3, 2025, Stahlhut allegedly disseminated child pornography via Kik in the form of a video depicting a child under the age of 13 engaged in a sex act. The investigation began after the East Alton Police Department received a report on Jan. 30, 2025 from the Madison County Sheriff’s Office, originating from the National Center for Missing and Exploited Children (NCMEC). The initial report from NCMEC stated a Kik user was using the application to share child pornography. The email address associated with the Kik account in question contained Stahlhut’s entire first and last names, and the associated IP address was linked to Stahlhut’s East Alton address.

WEST ALTON, Mo. — Federal investigators released an initial report Friday, Aug. 15, 2025, on the helicopter crash that killed two people near West Alton, MO., on Aug. 7, 2025. The National Transportation Safety Board said an eyewitness reported that the helicopter pilot and a lineman were attempting to attach an orange aviation warning marker to power lines above the Mississippi River. The pilot brought the helicopter close to the lines, and the aircraft’s tail struck one of the wires, causing it to dangle and pivot the cockpit into the power line. The two victims in the crash were 35-year-old Nicholas R. Fulton of Salem, MO., and 37-year-old Michael C. Curry of Ashley, IL. The NTSB said the collision produced sparks before the helicopter fell onto the deck of a nearby barge and caught fire, according to the preliminary report. ALTON — The young parents of a 6-month-old baby girl who died earlier this month are seeking community support to provide a peaceful burial and memorial for their daughter. Karma Perry and her partner, both 16 years old, lost their daughter, Leilani Blake Outsey, at 6:55 a.m. on Wednesday, Aug. 13, 2025. ST. CHARLES, Mo. — A St. Charles High School teacher has been charged with possession of child pornography. Louis N. Saubers was charged on Aug. 13, 2025, in St. Charles County, Mo., with one count of possession of child pornography. Following his arrest, Saubers was placed on administrative leave by the school district. In a letter to families and staff, Superintendent Dr. Jason Sefrit emphasized that there is no reason to believe any student was involved. “The safety of our students and staff is our number one priority,” Sefrit wrote. CASEYVILLE — Police departments from Caseyville, Collinsville, and Maryville will team up this evening to raise funds for the Shop with a Cop program, aiming to support local children during the holiday season. The event, called Cones with a Cop, will take place from 5 p.m. to 8:30 p.m. Friday, Aug. 15, 2025, at Dairy Haven in Caseyville.
